The mission report doesn't actually give you karma, it reports on how your karma changed during the mission. That can be influenced by things like civilians dying or using Karmic Overload or anything else. Further, if you're at maximum karma for a stage, you can't actually gain any more, so if it goes down at all during the mission, you're going to get that report. In short, don't worry about it.
You may not be doing anything to actually decrease karma. A civilian might have thrown themselves in front of a dustman's gun and died somewhere else entirely.

Similar to the first installment, Cole's appearance changes significantly as his Karmic rank rises. His skin pales and small veins begin to appear. His T-shirt's color changes from black and yellow to dark red and black, appearing tattered and ripped, and also seen wearing a red belt to go along with his pants. His tattoos transform into motifs that resemble several demonic symbols, like snakes, devil horns, and downward arrowheads.
His sling bag appears a darker brown, and the Amp appears to be more rusty and dirtier, almost black. Also, his electrical energy appears a bright orange red.
During this mental state, Delsin is shown as reckless, careless and close-minded. He aims to do good which is save his tribe, but resorts to more merciless tactics as opposed to Good karma , also never caring for any of the civilians he hurts and kills.
As he performs more evil deeds, the civilians get more and more fearful and irritated by Delsin, even going so far as to attack him while he's headed to the Channel 6 News Tower , despite knowing their attacks are futile. Delsin's skin will look darker and his eyes will have dark shadows. His face will have reddish spots. His clothes and attire will get darker, with him dawning black jeans and his jacket getting redder with every karmic rank shift, until turning completely red on InFamous rank.
Delsin's powers are heavily affected by his evil nature, becoming more "splashy" and wide-ranged, and in case of Video, demonic. Smoke will be far more splashed and red, Neon will be more reddish and faded, and Video will appear demonic with being completely red and allowing Delsin to grow demonic talon-like claws Concrete remains the same regardless of Karma.
Unlike previous installments, instead of having characters influence Cole, Delsin will instead be the one who influences the Conduits he meets.
As he corrupts Abigail Walker , she will become more ruthless and reckless and Delsin will enjoy hurting innocent civilians with the company of her. As Eugene gets more corrupted by Delsin, he will slumber into Delsin's evil ways and become uncaring about normal people who are not Conduits.
These powers are only good for one thing, letting me take what I want, when I want. After dealing with Kessler, Cole has seen the product of the chaos he's created, with Empire City destroyed beyond all repair, and the populace living under fear.
As he takes pride on his accomplishment of destroying the city, Cole remarks that Kessler was an idiot to think Cole would use his powers for the greater good, as he remarked that his powers were only good for his self benefit. John then transfers his powers to Cole, who feels a powerful surge of energy flow through him,. Once Cole has his powers, John dies and lets out a powerful blast that reduced New Marais to rubble, though turned several civilians into Conduits.
These birds' appearances look identical to each other, but slowly change depending on Delsin's Karma. Good karma is represented by a blue and white eagle which evolves to look more noble, with its wings appearing cleaner. Evil karma is represented by a red vulture which evolves to look more evil, with its wings appearing sharper, and bones being implemented in the design. Whichever Karmic state Delsin is in affects which bird overpowers the other. Cole and Delsin are able to gain positive Karma by doing good things to the people.
During this mental state, Cole and Delsin are more calm and collected, and are willing to sacrifice themselves to situations that mostly only benefit others, but not themselves. This reflects their powers; able to focus and take down single enemies more accurately, avoiding large, uncontrolled attacks that could hurt or kill innocent bystanders.
Cole and Delsin also remain the same during this mental state, appearing as the "symbol of help". Civilians also look up to Cole and Delsin with awe, love, and respect, often cheering as they go by.
Each rank is represented by vest designs. Cole and Delsin can gain negative Karma by focusing mainly on self-benefit, caring less for others. During this mental state, Cole and Delsin are ruthless and aggressive, which also reflects their powers; their attacks become more destructive and scattered. Cole's appearance is drastically changed during this state, his skin appearing a pale gray, and his track suit turned into black and gray. Dark markings that look like electric currents also appear on Cole's skin.
In Infamous 2 Cole's black and yellow T-shirt becomes orangish-brown and black and his track pants become black with red stripes. Delsin gets red marks on his face and appears to be lacking sleep, as he has gray marks under his eyelids, he also looks more sinister and angrier because of this.
His hoodie and jeans slowly change from gray to red and black respectively. In addition to having a cosmetic affect on Cole and his powers, this determines the way his abilities will evolve.
There are six upgrades for all the major abilities in the original inFamous game, three good and three evil, with each of the three levels unlocked by obtaining a certain rank. In the first game, seemingly to prevent grinding up to Hero or Infamous rank too early in the story, the bar's progress is mission-gated: Cole can only gain a set amount of Karma in one direction before the bar stops moving.
If the bar does not flash blue or red when Cole performs a heroic or evil act, he has reached the current plateau for gaining karma.
This is particularly noticeable in an evil playthrough, where random destruction very quickly stops resulting in karma gains. The only way to gain more is to progress the story: Hero or Infamous becomes possible in whichever storyline mission the player chooses after completing Playing Hero. Also in the first game, the final evil Karmic choice causes Cole to be in a rank called "Truly Infamous".
It is similar to the Infamous rank, except Cole's Karma will be locked to this rank for the rest of the game, meaning that Cole cannot switch to Good Karma, nor can he revert back to the lower stages of Evil Karma.
